Le Havre is the 11th largest city of France, and the xxth largest city of Europe. It is one of the two seats (sous prefecture) of the departement Seine Maritime in the region Haute Normandie. The city is located on the right bank of the mouth of the Seine river. Le Havre is divided into 2 districts, la Ville Basse (including the Harbour) and la Ville Haute. Le Havre was founded in 1517 as "Franciscopolis". Later the name changed to "Le Havre de Grace" (Harbour of Grace). 2005 July UNESCO declared le Have a World Heritage Site.
